The research finds that centralizing the personnel and financial authority of local courts under provincial-level administration has significantly reduced the extent to which judges are subject to local governments, thereby alleviating the long-standing issue of regional protectionism. Data indicates that after the reform, the winning rate of non-local enterprises in local courts improved markedly, and the professionalism and transparency of judicial rulings were enhanced accordingly. This more impartial legal environment effectively lowered the transaction costs of cross-regional operations, significantly stimulating the inflow of foreign capital. Ultimately, this partial transition toward "ruling by law" generated substantial economic growth spillovers for China by elevating the level of regional economic integration.
