Famine Amid Abundant Grain: Anti-Ukrainian Ethnic Bias in Soviet Policies
|This research report examines the core causes of the excess mortality rate in Ukraine by analyzing historical data from the 1932–1933 Soviet Famine. Based on an empirical study using newly unearthed archival materials, the authors point out that the disaster was not merely caused by grain production shortfalls or weather-related factors. Evidence from the study indicates that the central planning policies implemented at the time exhibited a clear anti-Ukrainian bias, which was manifested in the imposition of extremely high and unreasonable grain procurement quotas on the region. Such policy bias led to a severe shortage of food rations retained by Ukrainian peasants, resulting in a mortality rate in the region that was far higher than in other areas such as Russia. Ultimately, the authors argue that political and economic motives played a decisive role in the occurrence of this tragedy.
