The authors analyze the advantages and disadvantages of two approaches: privatization (fence-building) of common property and the establishment of transnational management institutions. The article argues that while privatization can improve efficiency to some extent, for resources with liquidity or uncertain value, transferring sovereignty to international organizations for unified coordination is crucial for achieving fairness and efficiency. Finally, the paper proposes a management model incorporating scientific assessment, quota auctions, and benefit compensation to resolve conflicts of interest among different countries in resource development.
