By analyzing administrative data from over 16 million examinees between 1999 and 2003, the authors found that this policy significantly widened the urban-rural education gap. Due to a general lack of educational inputs such as multimedia equipment, native English teachers, and after-school tutoring, rural students experienced a decline in both their English and overall scores. The research indicates that the introduction of the listening requirement reduced the college admission rate for rural students by approximately 30% relative to their urban counterparts, resulting in tens of thousands of rural examinees losing opportunities for higher education or entry into elite universities. Furthermore, this elevated educational barrier translated into long-term economic inequality, significantly lowering the future expected income of rural students.
